IEP goals are graded the way they are litigated: on whether they are measurable

A goal that cannot be measured cannot be monitored, and a goal that cannot be monitored fails both the assignment and, in practice, the student. Most coursework in this area is drilling precision, and most lost points are vagueness.

What precision looks like

Condition, behavior, criterion, and a way to measure each

A usable annual goal states the condition under which the behavior occurs, the observable behavior, and the criterion for mastery including how it will be measured and how often. Student will improve reading fails all three. Given a second-grade passage, student will read aloud at 90 words per minute with 95% accuracy on three consecutive weekly probes meets them.

Present levels are the other half and they are frequently underwritten. The present level has to establish the baseline the goal moves from, using data rather than description. A present level saying the student struggles with reading gives the goal nothing to be measured against.

Behavior intervention plans follow the same logic. The functional behavior assessment identifies what the behavior achieves for the student, and the plan has to teach a replacement behavior serving the same function. Plans that only list consequences have skipped the function, which is the part being assessed.

Include the condition, the observable behavior and the criterion with a measurement method and schedule. The test is whether two people tracking the same student would agree on whether the goal was met. If they could disagree, it needs more precision.

An accommodation changes how a student accesses the content or demonstrates learning without changing the expectation. A modification changes what is expected. Extended time is an accommodation. Fewer or different items is usually a modification. Coursework tests this distinction constantly.

Current performance with data, the effect of the disability on involvement in the general curriculum, and strengths as well as needs. The baseline matters most for the assignment, because every goal has to be measurable against it.

A process for determining what a behavior achieves for the student, usually escape, attention, access to something tangible, or sensory. The function determines the intervention, which is why a plan that skips it and lists consequences is usually graded down.

Check your program's rules first, and where it is allowed, remove every identifier including the school and district. Special education records carry additional protections, and the details that identify a student here are often circumstantial rather than nominal.
