Consistency, specificity and an ethical framework you can apply
Consistency means one theoretical orientation running through a conceptualization and its treatment plan. Specificity means goals and interventions concrete enough that a supervisor could assess progress against them. Both are graded on almost every clinical assignment in the program.
Ethics coursework works differently. It asks you to identify a genuine dilemma, apply a decision-making model and the professional code, and take a position while acknowledging the cost. Papers that find an obvious right answer have usually picked a compliance question rather than an ethical one.
Then licensure. Which examination you need depends on your state and the credential you are seeking, and the two main counseling exams test different things. Confirming which one applies to you well before graduation avoids preparing for the wrong exam.

It depends on your state and the credential you are seeking. The NCE is knowledge-based across content areas; the NCMHCE is case-based and tests clinical decision making. Some states accept either for particular licenses. Confirm with your board rather than assuming, because preparing for the wrong one is expensive.
Derive the plan from the formulation. If your formulation explains the difficulty through maintaining beliefs, the plan should involve identifying and testing them. A plan of generic interventions attached to a specific formulation is the most common inconsistency.
Specific enough that you and a supervisor would agree on whether progress had been made. Name the observable change, the indicator and a timeframe. Improve coping is not assessable; the version with a behavior and a measure is.
Choose a case with a genuine conflict between defensible positions, apply a decision-making model consistently, cite the specific code provisions that bear on it, take a position, and name what is lost by deciding that way. A comfortable answer usually means the dilemma was not one.
