Access, scope and approvals, usually in that order
An agency that agreed in principle is not the same as an agency that has allocated someone to help you get data. Getting the specifics agreed in writing at the start, what you need, from whom and by when, is what separates projects that finish from projects that stall in week six.
Scope is the second. A capstone answering whether a program works, in a semester, with the evaluation capacity you have, is usually too large. A capstone answering a specific question about a specific part of it is not. Narrowing early is the highest-value work in the whole project.
Approvals are the third, and they run on their own timeline. Whether your project needs IRB review or counts as program evaluation is determined by your program and your agency, not by you. Ask early and get it in writing, because the difference can be months.

Start from something you have actually encountered at placement, then test three things: can you get the data, will the agency support it, and can you answer it in a semester. A topic failing any of those is not yet a project however important it is.
It depends on whether it is classified as research or as program evaluation, and your program and agency decide that rather than you. Ask early and get the answer in writing, because assuming wrongly in either direction causes real delays.
It happens, and it is why the written agreement matters. Options are usually to narrow the question to data you can access, to use aggregate or public data instead, or to switch to a design that does not need agency records. Raise it with your advisor early rather than waiting.
Some programs permit it and many expect an applied component. Check your handbook before committing, because discovering the requirement late is a difficult position to recover from.
Usually both faculty and the agency, which are different readers. Many programs expect an academic report plus a practice-facing summary. Confirm the expected deliverables early rather than rewriting at the end.
