Is there a state where three failures ends it?
Some boards do set a lifetime cap on attempts, and some set a deadline measured from graduation rather than a number. Because these differ and are revised, the only reliable answer is your own board's current rule, in writing. Do not rely on what another candidate was told in a different state or a different year.
