My feedback says the work is not doctoral level. What does that mean?

Usually that it describes and applies rather than critiques and positions. Doctoral writing evaluates the evidence it cites, names where the literature disagrees, and commits to a view with reasons. It is often a smaller change than the feedback makes it sound.
