Why do ethics questions feel ambiguous?
Because several options are usually ethical. The exam asks which comes first, and there is a consistent order underneath: immediate safety, then informed consent and clarity of role, then consultation, then documentation. Applying it deliberately removes most of the ambiguity.
This comes up on NCE and Counseling Exams, where it is answered in the context of the work itself.
